The first strategic concept of SOI was to recognize that the main potential enemy was the Soviet Union. This meant that the composition, structure, tactical and technical characteristics of MISSILE defense systems, and their geographical location should ensure the solution of this task. The second strategic concept defined the need to fight attacking missiles and warheads of the enemy throughout their flight, starting immediately from the moment of launch. This is the fundamental difference between SOI and the projects of previous missile DEFENSE systems: "Nike-Zeus", "sentinel", "seifgard", etc., according to which the fight against enemy warheads was planned only at a relatively small final stage of the flight. The new approach created the possibility of wider use of various types of anti-missile weapons, and provided an increase in the effectiveness of the missile DEFENSE system.
To solve the problem of interception during the entire flight of enemy missiles, advanced missile DEFENSE weapons must be placed not only on the Ground, but also at sea, in air and space, entangling the near space with a web of orbital stations with weapons on Board. For reliable destruction of the enemy's nuclear missile potential, it is necessary to ensure the deployment of several missile DEFENSE echelons equipped with a variety of weapons with high destructive capability. Building a defense based on the principle of deep separation is the content of the third strategic concept of SOI.
A prerequisite for success in destroying missiles by advanced missile DEFENSE forces is the use of a variety of strike means, including those based on new physical principles: laser installations of various types, beam and microwave weapons, nuclear "shrapnel", x-ray laser with nuclear excitation. The use of a broad-spectrum anti-missile weapon that uses a variety of striking factors is the fourth strategic concept of SOI.
Special attention is paid to the creation of means for intercepting and destroying missiles by the first echelon of the missile DEFENSE system in the active part of their trajectory, directly over the territory of the enemy. American military experts believe that the decisive role in the fight against missiles belongs to the first echelon. This fifth strategic concept of SOI is explained by the fact that the working engines of the rocket are a source of infrared radiation that allows you to reliably detect the missile and aim weapons at it. The bulky, thin-walled shell of the missile body is a more vulnerable target than miniature high-strength warheads.
After the end of the phase of rocket acceleration, warhead breeding, launching false targets and other means of overcoming missile DEFENSE, the number of objects flying in space increases by tens or hundreds of times, which significantly complicates the task of recognizing and destroying warheads. At the same time, it is necessary to take into account the short duration of the acceleration section (3-5 minutes), which determines high requirements for the speed of detection and destruction systems. Therefore, it is extremely attractive to use "exotic" weapon systems that can defeat targets literally at the speed of light. US military experts have argued that building a national missile DEFENSE system based on these strategic concepts, if created, can provide high efficiency in the fight against attacking missiles.
